The broken RFS is inadvertently incentivizing these closures.

EPA should look to set the RFS requirement in a manner that does NOT inadvertently incentivize refiners to close and convert to renewable diesel manufacturing — resulting in lower refining capacity, less fuel, and fewer jobs.
